The City of Valdosta, Georgia's Advanced Traffic Management System (ATMS) is an example of how to implement Intelligent Transportation Systems (ITS) successfully. With so many ITS projects being over budget, years late in schedule or not completed at all, the City of Valdosta, was able to implement their ATMS Center on time (less than six months) and on a very tight budget. Also unique to Valdosta's approach to this project is how long-term maintenance and system enhancements will be performed. Rather than having the contractor deliver the final system, Valdosta staff worked hand-in-hand with the contractor in implementing the system. This strategy will greatly help in-house staff perform many hardware/software changes on the system once contractor support is no longer on hand.

Genesis was hired in February of 2003 to help prepare plans and specifications for the proposed TMC. A fiber map network was first developed by Genesis with the concept of expandability and capacity that would ensure the addition of unforeseen amenities.

The plans and specifications were completed by June, 2003 and the project was bid out in July. The contractor started work in August and the center was opened in late October. However, the construction of the fiber optic network was delayed due to problems encountered by utility companies who were unable to relocate their cables to make room for our fiber. By the end of 2003, Genesis had five of the planned 33 cameras operational and the remaining cameras were installed by the end of 2004.
