The purpose of this intersection improvement is to signalize 4-way stop controlled intersection and to add northbound and southbound dedicated left turn lanes to improve traffic operations and accommodate a high volume of turning vehicles during peak travel times. The following services will be provided by Genesis Halff:

A. Geotechnical Services
NOVA will be providing geotechnical services for this project. Genesis Halff will coordinate with NOVA for completion of the services.

B. Traffic Analysis
The Spencer Field Traffic Analysis, completed by Genesis Halff on 5/10/18, provided traffic analysis and operational improvement recommendations for the intersection. However, the specific intersection improvements requested by the client were nor evaluated in the previously completed analysis. Therefore, additional traffic analysis will be completed to determin ethe intersectiond optimal signalization configuration, signal timing, turn lane legths, and signing and pavement markings.

C. Utility Coordination
Genesis Halff will conduct utility coordination associated with this project. The client is responsible for all necessary surveying, including the location of existing utilities and coordination with Sunshine One-Call provide field locates propr to surveying activities. Genesis Halff will contact each utility owner to discuss the project and provide preliminary plans to confirm the location of the existing facilities. Genesis will coordinate with utilites that are affected by the proposed construction and resolve conflicts through design modifications or relocation of the facilities. 

D. Design Services
Genesis will prepare construction plans to reconstruct the intersection. This includes signalizing the intersection (strain pole signalization), adding northbound and southbound left turn lanes, and modifying pedestrian facility connections. Construction plans will be produced on 11"x17" sheets at a scaled not greater than 1"=100'. Plans will be designed using the 2019 FDOT Design Standards, Florida Greenbook, FDOT Plans Preparation Manual, and the FDOT Standard Specifications for Road and Bridge Construction. Plans will include, but not limited to, the following:

• Key Sheet
• Typical Sections and Details
• General Notes
• Project Layout
• Plan Sheets
• Roadway Cross Sections
• Utility Adjustments Sheets
• Traffic Control Sheets
• Signing and Pavement Making Plans
• Signalization Plans

E. Stomeater Management Permitting
Drainage improvements may be necessary for the completion of this project. Services for thistask include the production of drainage basin maps, spread calculations, and drainagedocumentation. This task does not include stormwater modeling or the design of a stormwater system. Gensis Halff will prepare a NWFWMD/FDEP permit exemption application, if required. Supplemental Services will be necessary if additionsl permitting services are required.

F. Preliminary Opinion of Probable Cost
A preliminary Opinion of Probable Cost will be submitted by Genesis Halff at the 90% completion stage based on available FDOT historical cost data. The project will be let to contract as a LUMP SUM (LS) bid and a Computation Booklet will not be required.
