As required by Chapter 163.3191, F.S., "each local government shall adopt an Evaluation and Appraisal Report (EAR) once every 7 years assessing the progress in implementing the local government's Comprehensive Plan." The Comprehensive Plan is to be reviewed "to respond to changes in state, regional, and local policies on planning and growth management and changing conditions and trends, to ensure effective intergovernmental coordination, and to identify major issues regarding the community's achievement of its goals."

For Jackson County, the previous EAR-based amendments to the Comprehensive Plan were adopted in August 2001. Genesis, fortified by the expertise of Strategic Planning Group and Dial Cordy & Associates, was commissioned by Jackson County to prepare the EAR documentation which was transmitted to the Department of Community Affairs on the scheduled due date of August 1, 2008.

Following this effort, the Genesis Team was selected to assist the County in preparing the EAR-based Comprehensive Plan amendments that will follow sufficiency review. In addition, Genesis will provide primary assistance to the County in the development of a Unified Land Development Code.
