Expo New Mexico, the New Mexico State Fairgrounds, is currently faced with a unique situation. One of the onsite tenants, The Downs Racetrack and Casino, is preparing to break ground on a new facility outside the City of Albuquerque, while a public/private partnership is underway to develop a new Equestrian Center. With the potential land opening, the Governor of New Mexico formed a Task Force to investigate the feasibility of relocating the new Equestrian Center to replace The Downs at Expo. Under New Mexico law, casinos may only be operated in conjunction with race tracks or other approved facilities. The loss of The Downs would create a substantial financial deficit for the Expo.

Genesis teamed with the primary consultant, C.H. Johnson Consulting, Inc., to develop a Master Plan for the Expo that would find creative financing/development opportunities to replace the lost revenue. Genesis worked with the task force to develop a Master Plan that incorporates the new equestrian facility, a new arena and exposition center, additional fair facilities, and long-term commercial lease opportunities. The plan reemphasizes the Avenue of the Governors as a pedestrian oriented axis, while creating a large lawn that connects the Eastern and Western boundaries of the property. The lawn also doubles as a park for the surrounding neighborhoods, and a location for the weekly flea market.
