Genesis provided comprehensive zoning analysis working with the Department of Management Services and the Capitol Center Planning Commission. The goal of this contract was to rewrite the zoning codes for the district, rule 60F-3 to ensure conformity with the Tallahassee/Leon County Comprehensive Plan, the Downtown plan, and the Capitol Center Comprehensive Long Range Plan.

Genesis staff coordinated with members of the local government, Downtown Improvement Authority and the Capitol Center Planning Commission in identifying some 60 areas of inconsistencies, and made recommendations for their resolution. Based on directions from the Planning Commission, Genesis prepared the language of the revised code in rule promulgation format, and working with General Counsel, prepared ordinance language.
