Watty Vos Boulevard Spatial Corridor Master Plan and Landscape Design Guidelines - Government of Aruba Private Public Partnership (PPP)

The Government of Aruba retained Genesis to develop a Corridor Spatial Master Plan for the Watty Vos Boulevard (Ringweg 3) Corridor. The Plan defined the development of vacant lands adjacent to the Ringweg 3 corridor and specifically identified how the adjacent development will:

  • Interface with the roadway in a manner that will preserve the roadway's capacity;
  • Be compatible with surrounding existing neighborhoods;
  • Encourage development and investment adjacent to the corridor;
  • Comply with Development Design Guidelines that will be established to create the desired character and form for future development;
  • Provide enhanced Land Use and Zoning Criteria for the property adjacent to and in proximity to the Watty Vos Boulevard Corridor.

Watty Vos Boulevard (Ringweg 3) will ultimately be a 4-lane roadway that extends approximately 7.5 km from Queen Beatrix International Airport to the Resort Area. The Government intends to advertise the roadway improvement project as a Private Public Partnership (PPP) Infrastructure and Development Project. The Spacial Master Plan evaluated the development potential of government owned and privately owned property adjacent to the Watty Vos Boulevard Corridor, and identified conceptual roadway improvements that will be appropriate to serve the adjacent properties.

The Government intends to potentially include the government-owned adjacent properties in the PPP tender to help offset the total long term cost of the roadway improvements. The Spatial Master Plan also reviewed the potential location(s) for Connector Corridors. The Connector Corridors address the anticipated expanded need for mobility between Ringwegs 2, 3 and 4, and provide an alternative route to and from the Hotel District and downtown Oranjestad. Both existing and proposed roadway corridors were reviewed.

In addition to the Spatial Master Plan, Genesis completed detailed Corridor Landscape Design Guidelines which evaluated various levels of landscaping density. The Design Guidelines take into consideration the Government's preferred landscape aesthetic for this vital gateway that carries island visitors from the International Airport to the Resort Area. The Design Guidelines include the evaluation of construction costs associated with the various landscape schemes.
