Palm River Community Utility Assesment

With an area encompassing approximately 15.3 sq. miles, the Palm River area is composed of industrial, commercial and a variety of residential uses. Located within the political jurisdiction of Hillsborough County, the Palm River area is actually located within the City of Tampa's urban service area as the provider of potable water and sanitary sewer services. This area has sporadic service availability with only one third of the Palm River area being supplied by potable water, and only one quarter is being serviced by sanitary sewer. Genesis Group was retained by the Hillsborough County City County Planning Commission to explore the issues that have been constraining the expansion of these services and the options that may be available to expand these services to existing uses and provide opportunities for future businesses and residences.

Genesis'  Geographic Information Systems (GIS) personnel were utilized for the analysis of existing land uses and utility locations which identified both the physical and fiscal challenges to this expansion. The report provided by Genesis explores potential funding opportunities for expansion, including land use plan policy decisions, creation of redevelopment areas, and other regulatory and financing techniques.
