Genesis Group worked with Rogers Towers, P.A. to evaluate the impacts of Duval County’s State Road 9A. The highway runs through the center of this parcel presenting a set of challenges in determining the highest and best use before and after the construction. Genesis developed a site plan for the property consisting of a multi-family housing community comprised of six buildings, parking facilities, and amenities. In the post condition, the parcel was limited to just two buildings and a severed transportation connection due to the removal of a portion of Race Track Road. Regulatory constraints included difficult planning, because a large portion of the site belongs to Duval County while the southern tip is located in St. Johns County. Genesis worked with both municipalities in a coordinated effort on this project. The before and after plan assisted the appraiser in his estimation of severance damages sustained due to the road’s development. Genesis also provided an engineering and land use memorandum analysis/memo to assist the attorney and appraiser in determining a fair value for the property and taking.
