Master planning and strategic planning for a 40,000 acre new town development. Project responsibilities included review and input on the County Comprehensive Plan, creation of an agricultural and land development master plan, drainage and effluent disposal system, development guidelines, and detailed planning for Phase I development.

Phase I included the Brevard County Governmental Center, school district headquarters, judicial center, hospital and childrens medical clinic.
