This Feasibility Study included extensive traffic operational analysis, planning, and environmental evaluations which identified deficiencies and recommended improvements to current and future Levels of Service along the Gaines Street corridor from Lake Bradford Road to South Monroe Street. 

The Study expanded a previously completed FDOT Project Development and Environmental (PD&E) Study for Gaines Street in order to evaluate converting the existing roadway from four lanes to two lanes.

A traffic analysis of the Study area (Tennessee Street to Orange Avenue - Stadium Drive to S. Monroe Street) was conducted for the future years 2008 and 2028.  Extensive public input was incorporated into the study through meetings with public officials, redevelopment committees, university representatives, and concerned citizens.

Improvements were recommended that enhanced traffic flow, encouraged multi-modal uses, minimized social, economic and environmental impacts, and supported ongoing public and private revitalization efforts.

Two “build” alternatives were evaluated for the Gaines Street corridor: a one-way pair facility which was coupled with Madison Street to the north, and a two-way facility which required additional roadway improvements in the project area.  Both alternatives incorporated two 11 foot wide travel lanes, in-street bike lanes and sidewalks on Gaines Street.
