Penney Retirement Community Master Plan

Penney Retirement Community (PRC) is a 191 acre campus with over 90 buildings of various sizes, most of which date back to the 1920's. The Community had developed an extensive "waiting list", but could not decide how to attend to growth and development issues raised after years of deferred maintenance and stagnant growth. Primary concerns of the residents included keeping the small town character, walkable streets, traffic calming, community services, and operational costs.

Genesis Group prepared a Master Plan for this community based on input received from the October 1995 "Vision 2005" visioning process. The Plan consolidated and reconciled the participants' wants and needs with the many physical and regulatory constraints.

The planning process had to reconcile the Master Plan with established design guidelines, the land development regulations of Penney Farms, goals of the PRC Long-Term Planning Committee as well as a specially appointed Master Plan Committee.
