How does this affect the Hillsborough County Comprehensive Plan?


Part of being a responsible citizen in the business community entails working to help assure the community's goal of sustainable growth. To this end, our Planners worked hand-in-hand with The Planning Commission as well as Hillsborough County's Economic Development and Planning & Growth Management departments.

Comp. Plan Benefits

Through our discussions, it became self evident that the right thing to do would be to help establish a new Comprehensive Plan category, EIP - Energy Industrial Park, to serve as a formal binding commitment of Imperium's intentions and a model for future sustainability in Hillsborough County.

This new category was developed in conjuction with Hillsborough County's Planning staff and was passed, with the staff's recommendation, overwhelmingly by The Planning Commission.

New Comprehensive Plan Category: Energy Industrial Park (EIP)

Creation:

  • To Recognize Uniqueness of Site and Opportunity to Provide for Alternative Energy Production.
  • To Protect Surrounding Properties by Focusing on Compatibility
  • To Provide for Use of Public Water, Sewer and Reclaimed Water

Compatibility:

  • Adequate Transition / Buffering with Adjacent Residential Communities
  • Must be within or adjacent to the Urban Service Area (USA)
Offices

Uses:

  • Prohibited Uses:
    • Residential - (The "No Urban Sprawl" rule).
  • Allowable Uses
    • Environmentally Responsible Alternative Renewable Energy Production
    • Research, Institutional/Educational, Manufacturing, Warehousing, Distribution, Industrial, Processing, Office and Commercial
    • Student Housing and Housing for Security Guard / Caretaker

Natural Transitional Areas Provide a Visual Buffer for Neighbors.

Minimums & Maximums

  • Minimum - 40% gross land area specifically for alternative energy production & supporting facilities (0.5 FAR max.)
  • Minimum - 15% Open Space
  • Maximum - 30% net land area for Industrial, Office, Research, Manufacturing, Institutional, Warehousing and Distribution Facilities (0.35 FAR site specific)
  • Maximum - only 20% of the planned Industrial, Office, Research, Manufacturing, Institutional, Warehousing and Distribution Facilities may be used for Retail, Commercial and Hotel (0.25 FAR max.)

Note:

A Minimum of 2 renewable energy technologies must be included in an EIP and ready for operation before any CO will be issued for Retail and/or non-energy related Industrial etc. uses.
